Blog roll links?

Hello

Just wanted to ask that , I have got a site from which I can get PR2 blog roll link.

The site is 7 years old and maintained from that time. There is no other blog roll link on that site.

Do you think it can help in ranking the website.

Sure it will be beneficial, especially if the site is related to your site (same niche for example). Don't expect to see a massive jump from 1 link alone, but with many in combination you can be sure to see something happen. Google doesn't ignore non-spammy links like that.
