blog or forum?

Let's say I want to rank my first website. I can buy content and I can do it myself too.
I am thinking of either going with phpbb forum and post everything on there or pick Wordpress blog.
What's easier to rank? as it will be my first SEO project

u need time for seo in blog but blogs are more manageable

I would say a blog. It's much easier to get started, maintain and get traffic. In the long run, depending on if it fits and you start getting traffic, you could do both within the same site or with linking URLs. I've seen this being done multiple times and it works great for brand awareness.

There are different kind of problems associated with forum like spam posters. Blog is easier to maintain.

I agree on going with a blog, way easier to manage and control. Once that ball is rolling well though and you're getting decent traffic and raking, you could add a form then. But yeah, a forum takes a lot of work.
Also consider your server location, keep it closer to the initial expected traffic source.
