Let's say I want to rank my first website. I can buy content and I can do it myself too.
I am thinking of either going with phpbb forum and post everything on there or pick Wordpress blog.
What's easier to rank? as it will be my first SEO project
 
Not sure about seo, but a blog would be easier to put up and maintain. Forum can be tough to maintain, modify etc. Go with blog, imho.

I would def go with a wordpress blog or membership site over a forum. Easy to send out an email with new content link and get people to click to your blog.

I like Adam Enfroy his website is his name and Blogprerneur FB group...he focuses on High Quality, high ranking Guest Posts backlinks and other stuff.
 
Blogs are easier to handle but forum easier to rank (i'm a forum owner and it is insane to say in term of time management)
 
In the eyes of Google, there's no difference at all,
for the crawlers, then wouldn't care much about the CMS but would get the page as a source code which contains content, HTML, JS and CSS tags altogether making the web page(s)

blogs usually have more options for a better design/layout which means a better UX, more and easier options to manage SEO, content, technical things like image optimisations, caching, Silo structure, headings, etc...

Each has its own sets of pros and cons. According to my opinion, choosing the best among these two depends on your needs.
If the feature of a real CMS(custom menu structures, media management, etc...) is necessary, then you can go with WordPress.
If you have hosting which limits your CPU/memory then you can go with phpBB blog.
 
If you want to rank more easily, I suggest that you go with a blog.

Just pick long-tail zero- to low-traffic keywords and you’ll be surprised as to how quickly these would rank.

Most of these have very little competition.

The problem with the forum approach is that you’re going to run into the ‘chicken or egg’ problem.

For a forum to attract content from visitors, it already has to have content.

For that to happen, it already has to have users.

Do you see how this could be a problem?

A lot of forums solve this issue by simulating activity.

The people running them would create many different accounts and post under those different accounts.

When visitors see that, they think that there are many different users and they are more likely to stay and participate.

But, that’s not guaranteed.

And, you have to keep this up because search engines haven’t been ranking forums that are inactive.

So, you’re going to get stuck in a tight place if you go with a forum format.

With blogs, it’s more straightforward.

Pick the right keywords, come up with decent content, and you increase your chances of ranking.
 
Blog are easier to rank and to manage, forums seems like a big challenge.
 
What others have suggested is good for you.. start with smaller step it will be easy for you also motivated you to go forward. If you choose complex things like forums you need to work hard also might need additional man power.
 
I trashed a 10 year old forum on Christmas because google has devalued forum threads for most searches. Do not use a forum for anything but the easiest of search queries to rank for AND where you might expect to find a discussion about the topic. Google does not display forum threads for much of anything anymore. Only super easy to rank for DIY type of queries etc where you might expect to read a discussion about whatever the query is.
 
Do a blog, I managed a forum many years ago and it was a nightmare, it was so much work. It was big enough that I didn't need to simulate users or write any content but the amount of spam was insane, regular ddos attacks and the niche attracted loads of pedos and dick pics, thank god I'm not working on that project anymore. I've had blogs running for years with content scheduled for months that required almost no work at all. Night/day comparison!
 
You should choose based on your content or plans, but as for me, the forum is already an old method of communication (not counting BHW:D)
 
For create a good forum you need big advertising fund, blog is easier and cheaper
