blog commenting is useless... it might even harm your site actually.
Besides, lists of freshly scraped websites don't get shared for free, so if you're willing to buy them ask in here:

If you wish to scrape them yourself you can use a tool like Scrapebox, but you'll need some quality proxies which might cost you an extra $10-100 a month, so be prepared for that too

no backlinks can harm you ranking, the most they can do is nothing.
if bad backlinks could harm your rankings, your comeptitors would have set those for your website all day long.
GSA SER - is a very good tool for blog comments.
BUT blog comments are not so effective backlinks for increasing backlinks (you can imagine yourself why)
The most effective backlinks these days are backlinks from guest posts, AND preferred from sites that are ranked high for the keywords you're after.
