Will Google flag you for commenting/linking on blogs irrelevant to your money site? Or for commenting/linking on too many blogs? What if blogs contain keywords similar to your money site?

What the hell is a money site? Regardless, too much is too much - keep it low and you should be just fine.
 
It really comes down to your own website stats. If its somehow a new one, getting 100 backlinks from comments on a daily basis is a big no no.
Start with 5-10 comments a day, mix your anchor, use a brand name also, try and post good comments not spammy ones and you should be fine.
One thing you should keep in mind when doing this is that results are not and will not be instant. So try and don't gooverboard if after 2 days of work you don't see any improvements and go like "oh well then i should do 50 a day".
From my own experience, especially for starter websites, you need at least a good 2 weeks before you start to note any movement that you can rely on.
 
While relevant links from relevant sites would boost the link juice flowed back to your site, unrelevant links do not really have a side effect if used on your blog, just that the link juice that flows back to your site will be less mojo.
However, please note that if the blog that you comment, contains spam links, or hundreds/thousands of links that go out to other spam/flagged/not relevant sites, then your site may be affected in the process, as that link on that blog page will get your site flagged in the process.
 
It does not seem google penalizes you for blog commenting, at most they will devalue your links.

Google will see that as manipulative link scheme and Google hates it. Just drop comments to relevant sites and don't spam. Just be wary.
