Few backlinks from blog commenting, when mixed with a lot of other good backlinks, won't hurt. All different story if you buy gigs based only on blog comments, that's spammy. But if you mean having a blog commenting on your own website, that's very good for SEO, as it shows your blog is engaging. Lots of pages with blog commenting activated rank very well, for that reason.

blog comments are only good for tier 2 backlinks or used as indexing tier 1 links !

Well, if they're a popular blogger maybe at some point they will write an article about your website. Or mention you in a blog post. Or even just retweet one of your tweets to your website. All of those equate to traffic and SEO value. And you may even make a friend along the way.
