I think he is telling very good thing. Instead of doing f/uf if you post quality materials with hashtags it's possible to gain 30-50 followers daily. After your page cross 10K it will begin to gain 100 followers everyday. Also if you choose meme niche account grows very fast than others.
I am speaking as per my experience. I have been growing accounts in this way and they are doing good.
Also if you want to grow lots of accounts you can do repost of contents and schedule them.
