If I block the proxy traffic directly with my website/hosting and proxy traffic isn't allowed would google still charge me for the proxy spam clicks?

Google will still count clicks from SERP page, it will know even know that you're blocking some IPs.

Then how to block the fake proxy spam clicks? Cloakers can block spam traffic but is that different would google still charge me

Google usually charges you for it, then you can escalate the case and they can refund the amount
