Blocked by Robots

I saw a page in blocked by robots that def should not be in there.

I used the robots url check tool to see if it would be blocked and it shows that it is allowed.

Why is this URL listed as blocked by robots if there is absolutely no code blocking that page?

I am just dumb. Didn't realize someone deleted that page out of our categories. Not sure how it still shows up in "blocked by robots" though.
