Block on monetising any video?

Hi guys

So I've been uploading videos to youtube for a few months now with a small return in monetisation which has been pleasing.

However there are videos which periodically get blocked for monetisation and I get the dreaded "not monetised provide documentation" grey exclamation point instead of the green dollar sign.

When this initially happened there was no penalty as a result.

Now I'm noticing when I try to monetise copyright material or material which is already on youtube and I get the exclamation point, afterwards, I can't monetise any video I put up, even with content with is in no way copyright or already on youtube.

A week ago this happened and the block disappeared after a few days. Now it's back because one of the new videos I uploaded was copyright material.

Can anyone tell me how best to avoid this overall block and whether this is block on all videos is a normal result for being pulled for having one video with copyright material?

Does nobody have an idea?

Why can't you prove you own the video? Also, what niche?

lol because I don't own the video.

I upload snippets of videos which are already uploaded and they are various niches.

Sometimes it passes the copyright/3rd party detector, sometimes it doesn't and this monetisation block which has lasted 4 days now, is a result of a video getting detected as already being uploaded.

having exactly the same problem, can't monetize ANY video with good account standings. I think they count Content ID matches (those that are harmless, that do not followed by strike)
AND ALSO they do count previous exclamation points that can easily be avoided by reaploading video with different file name. Only way to get gray exclamation point with new, fresh acc is the video matches hidden Content scan during aproval process => not uniq video or content.
It's a hidden strikes, if you have alot of them then you are banned for monetization for a while, i suggest to use buffer channels. And edit video/audio content so YT can not find any match.

But i have no solution, but waiting, on how to fix existing problem.
