Yes, but results are hit or miss. Some blank accounts work fine after warming up, but a lot get shadowbanned or disabled pretty quickly. It really depends on the seller and how you use them.

Warm them up and their very good if creation was good, but you cant expect 0 karma accs to work with no warmup and staright away to posting.

keep the same ip on each account, for each post and login. I wouldnt recommend buying blank accounts though.
