Blacklisted IP List for AdWords Cloaking

I have a cloaking system for the traffic that I purchase from Google AdWords. Unfortunately, recently many accounts get banned after Google reviewers visits the destination URL with no traceable user-agent or IP address or any other signature. They look like normal visitors coming from the Content Network.

My instincts tell me someone here already has a list of a big chunk of IP addresses that are manually blacklisted on their own cloaking system, in order to stop these reviewers from piercing the cloaking.

I would like to find out where I can purchase such a list from (either post below or send a PM)? If someone else has any other ideas on how to combat this, I am open to suggestions!

Google manual reviewers use dynamic IP's from around the world, hence, blocking their IP range is worthless, since each IP they use reflect other real people too - so you cannot block those IP's or the entire range. Most list you'll find are of Google bots, which are easily picked up, since bots behave differently than humans. Therefore, the trick to track manual reviewers is not IP's at all, and this piece of info is what differentiate a regular cloaking software than the perfect one - Such data is golden, and probably few around the world know how to pick it up.

Therefore, dont waste your time on IP's only, cause you'll be wasting your time and continue getting banned.

I don't think Blackjack, myself, or any other of the cloaking vendors will talk publicly about footprinting. It's the secret sauce of modern cloaking of paid traffic. Even IP detection is much more nuanced than it was years ago.
