If I have a blacklisted domain will changing IP help?

If the domain is penalized, nothing you change elsewhere will fix it.

No, changing the IP address of a black listed domain will not resolve the problem.

It depends what the domain is black listed for and on what black lists it appears. Most lists services have an appeal process you can go through.
