Blacklabel ads guide?

Does anyone know how to keep the eCPM for interstitial ads at a good level? I've went from averaging $3-4 eCPM down to only averaging $.60 eCPM. I tried rejecting all the ads under $1 eCPM and then I tried making it so that I have to approve ads before they display,but it still kept going down. Is there any trick to keep it at least $2 eCPM ?

I think this may be the problem,it shows I have over 2700 page views but only 1 ip has visited the site.
