Do this:

Install vBulletin - There are literally millions of nulled copies on the Internet.
For registration, ask for the BHW username.
Don't allow instant access. Keep the user wait for moderator approval.
During this time, you just send a PM to the user here on BHW, asking for their username that they used to register on your site. If true, you approve on your vB site. Or simply reject!

Next, you don't need any plugins, simply make subforums, according to category, host site's PR, or whatever. You can have sections where people can sell links and therefore, you can also earn some revenue.

Now, for all this, you don't need any core plugins. Everything will be user-generated, and admin/mod managed. Nothing complex, nothing fancy.

Having said that, you can have a look at a few plugins like vBadvanced, iTrader or vBulletin Link Directory.

But personally, I don't prefer to use any third-part plugins, and do custom shit.
