The best one would likely be good PBNs pointing to your pages that have good On-Page SEO.
I would just try to diversify links, get guest posts/niche edits. They usually move the needle pretty well.

PBN will help you but be aware that any black hat method will sooner or later may harm your site, use it wisely.
