What blackhat techniques do you recommend to use for a new project where I am very tight on budget ?
 
PBN links, can buy them for as low as $1 and maybe lower here on BHW

If you are tight on budget, I would recommend investing solely in Content creation. Improve the Topical Authority of your website and try to make your site structure on point!
Slowly build links on free high Da sites like medium, payhip.com, quora etc and you will see some improvement in rankings, Once you are ready & your site is a bit aged then you can invest in niche edits/outreach guest posts to improve your visibility!

Find guestbooks by creatively searching Google (they still exist, especially as part of some obscure CMS) in your niche and post not too spammy messages there (complimenting their site or so), with a personal name (ideally the name of an author of the target website)

Often the post will be auto approved and often the website owner will not even know they have a guestbook (as part of their CMS)

Another method of finding guestbooks is with Ahrefs but you probably don't have that. I noticed a "unnecessarily" strange URL containing crap like /_888_9393_sh/ or so in the URL and searching google for that URL part I found many other installations of that particular CMS, and their guestbooks.

You don't have to send them directly to your moneysite or moneypage.

Create your own PBN if you don't have much money... it will take time but you can do the linking yourself.

Technically, if you register new domains, all you have to worry about is the registration and hosting cost. Then, try to get some links to those sites through forums to build up their authority.

It is not what I recommend, because it's better to have a budget and do things like buy expired domains with good backlink profiles. You also might be vulnerable to penalties. But if you have no money, it's a good place to start.

A $1 link... look man, if they are selling for that low, it's not gonna be great quality. It may even get you a penalty. I would be very careful about such a cheap backlink because if it's $1, how can they afford to create it? It's likely gonna be from a link farm or comment on a blog post or a forum.
 
make sure you on page and content is well optimized and will actually get the users to interact & revisit the website,
that includes other on page factors as well like page speed, proper internal links, silo, etc... that's free to do, but costs you time & efforts,

focus in easier keywords as your website doesn't have enough authority for the competitive ones,
don't get me wrong, don't spam the website with a ton of spammy posts targetting random misspeled keywords, focus in easy legit "topics",

use other channels for traffic, both parasites and social paltforms can be useful to drive a good amount of traffic,
spam works if done right, but for a long term project you should do that manually, making sure everything is well optimized and not looking as spammy,

forum and comment links can still give you a decent push if you're doing them right,
manually written relevant content in relevant authority websites, possibly training a couple of VAs to do it if you can afford it,

other than that, SEO do really needs investements if you want better results & more visits, keep scaling & investing
 
It's better to stick to the basics if you're low on budget. Take care of on-page SEO, content, branding, etc. instead of buying random links. The backlinks depend on so many factors. You can't just buy whatever you can within your budget. While some people strictly avoid PBN links, they work for some niches. Even high quality links may not work for competitive niches. You should understand your requirements and take right decisions in right time.
 
Hence quality content is the main driving force for gaining Ultimate goals, invest in quality content with topics clusters. Cover everything about your niche on your blog.

After that if you have budget issue, you can do some foundation backlinks by yourself.

My opinion, try first on free pbn links. Then if that works. You can find here that's offer a $1 maybe cent on each PBN.
 
First of all, make sure you go over the basics. Use meta tags, basic branding work, etc; if you already went over these steps, here's what I recommend on a low budget. Use AI to mass create articles which interlink to various pages on your site. Make sure these articles contain the keywords you want to rank on. Some will say this method is washed, but from my experience, if you stay consistent with it, you can rank really well.
 
Off-page and blackhat SEO is almost fully commercialized, so I'd advise against using it if you are low on budget

Pursuing cheap or free alternatives in this field can be uite risky
 
PBNs would be great, there are good PBNs available in the marketplace from $3 onwards
