Wipo is an organization who carries out the process of taking the domain name from you when you break the copyright of any company, When you use any brand name in your domain name.

When it comes to .com, .net, .org ultimately there is no protection like you are wanting regardless of the registrar you use. In the end they are all controlled from the US. There are apparently some foreign tlds that you can get away with it on from what people have said here before.
Ignoring WIPO notices would cost a registrar its accreditation, so I doubt any will deliberately ignore it. You could try using a registrar in some 3rd world country in the hopes that their response time will be a bit slower, but ultimately they will take down your domain.
