Maybe big teams have this functionality, but it's purely their own personal development. I have not seen such a service in the public domain, but I'm sure it would cost as much as a new Range Rover =)

yeah, there are some tools available for Facebook ads but i didn't find any tool for PPC campaigns.

Tools like that do exist in private circles, usually custom setups using headless browsers, API abuse, and self-hosted cloakers. They're not plug and play and often require tweaking per network. Most public tools get burned fast or are honeypots.
