BlackHat in the Deep Web

I've read on numerous sites that severe BlackHat marketing happens in the Deep Web. They say that the techniques used are 'hidden' and are more effective than other BlackHat techniques found on the 'surface web' that we are all using right now.

What is your opinion on this? I honestly don't believe this as the Deep Web is mostly full of scammers and freaks and I doubt there would be any true valuable information hidden down there.

a couple years back there was a couple sites but now with all thats going on in the onion world such as FBI and NSA fucking everything up its gone or its super private, gotta pay money for that info but most likely dead

What the hell stays secret now a days when govn is screwing up your info all the time ..
