it is but at the same time it has caused so many problems against blackhat . for now its more good than bad .

well i mean rules by those who are against blackhat which is nearly everyone. When they hear the word blackhat they instantly think "illegal" . obviously there may be morally wrong things to do but everyone has different moral code .
