I'm trying to create a website that will be used to sell a product that's somewhat prohibited in Brazil. My competition won't be great, but I've heard things about leaving the site full of links and changing the content after a few months of being indexed, but I don't trust it, but it's also likely that at least content it won't even index if I already set it up with the official proposal, I need advice and help if anyone can it could save my life

What exactly are you looking for here?
You're selling a product that's prohibited in Brazil. So, buy the domain, have your hosting be from somewhere in the US.
If your competition isn't high/great, then why do that links trick?
I don't know if Google would rank me if I created the website/blog with the content already. I'm afraid I won't reach the top because I don't know how my competitors did it. Is there a hosting server that you would recommend?

Hosting: OVHcloud, Vultr, Digital Ocean, Linode, LeaseWeb, Hetzner Online. All of these are solid options.

You won't know if you don't try. For hosting digital ocean is the best in my opinion.
