I am looking for black hat SEO experts from Asia (preferably from India, China and Russia).

a) Experience in SEO related posting is a must. Also the freelancer should have a team and an IP network to work with (the larger the better). Payment will be made per post and the freelancer will be paid AFTER the post goes live on the respective website.

b) Content will be supplied from client's side, so writing skills are not needed
