Black hat SEO and Over optimization giving same penalty?

I had a little bit confusion on Black hat seo and over optimization. Can anyone please explain me which one leads to more penalty?

on black hat seo you of course have more chances to be banned.
you can use different types of doorways, cloacking-techniques, xRumer spamming - that is a gray or black ways which you can get a penalty if not do it carefully
 
If you are doing blackhat, you will get banned eventually.

It's not a sustainable business in the long run.
 
Google sends your site in the sand box due to over optimization and by black hat techniques you get penalize and De-index by google.
Over optimization is not serious if we compare it with the black hat .
 
Black Hat SEO - nothing but getting crappy un relevant links, Hiding techniques likes Clocking, and Hidden Text etc.

Over Optimization - nothing but keyword stuffing on your web pages, and getting backlinks for short terms like "tiles" "phones" etc.

Actually, is getting backlinks for short terms included in over optimization?. I dont think so.. Because, I heard that getting lot backlinks in short time is looking like over doing it and its considered as over-optimization.. But just now i heard that backlink for short terms is over-optimization.. Can you please explain me more, i'm not clear in this topic.
 
If your website looks like you're trying to manipulate the SERP yourself by building any kind of links to it, then you can be penalized. The key is making it look as natural as possible. There is no such thing as white hat, there is only making your black hat look more innocent.
 
Penguin related penalties, ie; link building, over-optimized anchor text, etc. are more likely to result in a total de-indexing while the Panda stuff, content, over-optimized text, too much optimization above the fold, are more likely to result in a ranking based penalty.
