Hi . i want to start promoting black hat niches .
i wonder if the black hat is dangerous because the people enter they phone number in cpa offer and get charged money when they get nothing when completing those offers . what if some of them complaint to the mobile offer advertiser . then the advertiser told the CPA Network and you know CPA Network has all the personal information about the publisher (adress , bank info )

what you think ?

YES it's very dangerous.........infact so dangerous that you can go to jail for doing this :(

If a method is not alligned with your work ethic you should simply drop it and try something else. Continue to do it and your interest will reach a very low level no matter the amounts you'll be making; after that going white-hat will be extremely difficult because of the mindset you built.

Just make sure your not breaking any laws and you should be fine.

There's nothing to be worried about. Join a good CPA network and promote their offers using the allowed traffic sources for each offer. By the way, CPA is not blackhat.

From what i gather he wants to do some kind of fraud.

And yes OP in the western world we call this fraud. please visit your local church and make a confession as soon as possible.

There's tons of CPA offers that provide value to the user. If anything you can always go through the funnel yourself to see if it's legit. But be sure to let your AM know first so you can avoid any future problems.

Choose real products that have at least some benefit to your visitors. Publishers get gang raped all the time for offering bad CPA offers to their visitors so unless you like rape then don't do it.
 
I wouldn't worry too much about this.. Make sure you're using an offer that is allowed to be incentive promoted though. The only thing I would worry about is getting paid by networks
 
I understand OP, some PIN offers in CPA (where you need to insert your phone number and get charged) are "scam", so it's better for you to use email-submit offers (better conversion %).
