In the interest of the community Ill just say this is really the wrong question to ask.
Negative SEO does exist, and you could go about it multiple ways. I won't go off the deep end with the "just build content and they will come" groupies, but I will say that the better question is how can you rank your site better then someone elses.
I mean sure, there may be a few cases where someone is doing the wrong thing and getting away with it and thus negative seo really would be the right fit. But truth be told you won't really find much support for it here on this forum and rather a lot of backlash.
So in a nutshell sure, you could use scrapebox for positive or negative SEO along with about 478,279 other things. But I encourage you to find a better question.
