Black hat/all countries CPA network

Hello everyone. I'm trying to enter the CPA world but having struggle to find a decent network. I tried CPAgrip but the conversions were shyte, and they don't have offers for a lot of countries, my main traffic is mostly Brasil and south Europe. I also tried CPAlead but the templates there were not working, I don't like it.

Need a network that:
1. Has offers for all or most countries.
2. Have decent landing pages for download.
3. Allows black hat.
4. Good pays, of course.

Please recommend me any good one. Currently applied for FileIce, will see if I get approved and how it goes.

most of the big networks usually deals with US,CA,UK,EU traffic.

I need a network that allows ALL or 90%+ countries. 3rd world too. My traffic is actually non-US. Because the thing I'm promoting is not working in US.

most likely cvv submits will work for 3rd countries.

Don't mean to sound rude but this is not helping you know. I need specific CPA network names that complies with requirements in first post. I don't care what offers as long as they pay decent, and I don't need specific countries, I need the opposite: as many countries as possible.

which means you'll have hard time finding network which deals with ALL countries for top payouts
