That's f-ed up, wtf is wrong with people?
And I can't imagine how a person can leave this baby outside for nothing.
Well, we might not know the whole story.

Cats are devoted to their home primarily and not to their owners, as strange as it may sound. Even if you bring the cat with you, it can find its way back to the old home from a few kilometres easily. It's called homing instinct/ability. Unless the neighbor moved far away, this is what could have happened here too. If someone doesn't know this, he/she can assume, that the cat is lost and won't know, where to look for it.

I remember, a neighbor moved out from the complex my parents live in. They had a cat. They brought it with them to their new house, on the same day the cat was back. They knew, that cats can do this, so they came for it, brought the cat again to the new house. The cat returned to my parent's complex again. They did this back and forth a few times, but the cat was always back.
My grandparents also had a cat like that. There was a big flood back in the fifties, their house became inhabitable, so they needed to move. They packed everything, the cat too to move to their new home. The cat disappeared. My grandfather went back to the old house for whatever reason, to his surprise the cat was waiting for him there. He brought it to their new home once more, the cat soon disappeared again.

Sometimes you can't do much, the cat sticks to its old home and it's at the mercy of nice people like the OP. :)
 
Thought she was getting fat from all the food I have been feeding her but turns out she had fun before taking her in and gave birth to four kittens a couple days ago, they have to stay with mom for six weeks but will then find good homes for them, welcome to the world little ones.
