Unfortunately all working SEO is black hat... The second you have levers to pull that can reproduce winning results in Google then the focus changes at Google to take those levers away.
In a nutshell... whatever SEO tactics work become black hat.

Paid Links
... all white hat at one point in the past and all black hat or dirty hat now.
So the real answer is "Whatever works is going to be black hat next."

Can you give a valid point as to why? Google has a long history of SEO take-aways... why would you think otherwise?

Techniques that bring results slowly but reliable and long term come under white hat while techniques that bring results quickly but are not very reliable come under black hat. Black hat techniques can get you penalize if you fail to do correctly.

Black hat = lazy backlinks which usually makes you think the money is just around the corner and white hat is you now fully understand only high quality effort on your part will help you to succeed.

The term black hat seo which is done by software. Google doesn't like this type of seo. And white hat seo which is manual link building task such as link building on different web2 property site, forum posting, blog commenting etc.
