They are still using a cloaker. Because cloakers prevent ad platforms bots from seeing the money page (they have a database of IP addresses for bots). And their ad could be open for all GEOs; that's why you can see it from more than one country.

You have to be able to be massive in the creation of new accounts, as soon as they are cancelled... even if you only have visibility for a few hours.

Someone from Google can help with "whitelisting" a Google Ads account / "whitelisting"a website for using in Google Ads ?
Please DO NOT mislead people (OR perhaps you have some "unpleasant" agenda, as I have seen your other replies in Google Ads threads, which got reported and removed).
