I've done this and for new accounts takes up to 48hs to manually approve the transfer, so, not so fast and really expensive.
Localbitcoins can be a good option-

Don't buy it from your Paypal, you're gonna pay a load in fees to the exchange you're buying from. Just buy it from your bank acc. or credit card from a large exchange like CoinBase, Gemini etc.
