Hi, I'm wondering is it possible to identify people from there bitcoin wallet address? Willing to pay up to 400$ for a identity on an address
 
that is very difficult to do. But you could try. If the person has used the bitcoin address in a giveaway or promotion on a forum (like in bitcointak) , you could link that address with the profile, and then try to find the email address.
 
In a scenario where you are aware of the identity of an address A that has received/sold btc to address B. It is possible, given that person with address A knows about the identity of B and is willing to tell you.

If however, you're generating a new address everytime for a new transaction, its next to impossible.
 
It is not very impossible, but yes. It is possible, just track until where the payment does go, and see if it is linked to any profile.
 
IF you are lucky, the best you will get is a good lead into where to look. Example, if you got your wallet stolen and that person cashes out by selling your BTC to someone for cash, you can look into the other user. But BTC is meant to be anonymous, yea there are cracks into it by getting traced, but it's hard. If they washed the bitcoins that they stole, your completely out of luck unless you wanna check over 5,000 addresses.
