Bitcoin help

Hey so I have a couple questions about bitcoin. Hopefully this is the correct place to ask this.

First question being where would the best place to buy bitcoins be? Im new to bitcoin and still learning but I would imagine that some places to buy bitcoin are cheaper. I veiwed the bitcoins chart website and it shows that the value of BTC depends on your location. Is there a way to take advantage of this by changing your IP address?

Second question being what are some tips on how to be as anonymous as possible with the use/buying/trading of bitcoins?
