BitCoin Affiliate Program

I ask this question with much research, I want to know if its possible to buy coins at competitive rates in large amounts. This way i could pay my affiliates. Are there people struggling to sell large amounts of BitCoin who i could target to start my business? Can anyone assist me with this? I would assume its plausible. The attaining is the only struggle I'm facing besides payment processors. Paypal is backing defrauded PayPal users (against BTC sellers). The buyer can easily fake an attack on their server to rob me of BitCoins.
Would anyone see it viable for a BitCoin bank(Large Wallet) to sell at competitive rates, if this isn't possible than the Program won't work as affiliate won't be able to get paid. I don't want to merge into a bitcoin investment/donation scheme. Anyone who has a thought or a reason to want to get involved please start by posting your thoughts here.
