Bing webmaster contradicting

Hello Black hat people, my website is not being indexed by bing although it satisfies all the rules, I'm seeing my competitors on the bing search, my site is on google, accepted in adsense. However, when i try to contact them they either not respond or tell me to follow rules without telling me what rule is it.

When i inspect a url, when the url first appear (just posted), the bing inspection tells me that the url is blocked, few minutes later, Discovered but not crawled, live url? The url can be indexed. I mean, what the f is going on here. The website was up and running on bing until one day it all stopped.
