hello. i have created a new campaign on bing but keywords delivery is approved limited . is there a way i can make them working

They are working. They are just limited, meaning they may not show your ads all the time depending on some conditions. My guess is you are using a trademarked term in your ad. It may show in some countries but not in others or some other restriction. If that's the case, simply remove the trademark.

More than likely trademark related considering the KW's didn't go to pending editorial.
