Bing "Keyword tool" - where is it?

hi,
I went to bing's alleged keyword tool url (the forum doesn't allow me to post it)

I've signed in with my microsoft id, it got me to a page that asks me to add my website url, but i'm interested in accessing the keyword tool - which is impossible to find after signing in.
anyone got a clue about how do I find it??

Well, you need to add a site first and verify your ownership.
 
excel add on? well it didn't prompt me in anyway, not in the browser itself and not in excel.
I wonder how something that supposed to be one of the most necessary tools in PPC, is not easily and clearly accessible on bing. this just doesn't make any sense.
 
Without having the account fully setup, you cant access the Keyword tool at all. Are you trying to use the keyword tool only or is it that you were not actually able to locate it in your account?
