Bing coupon question

Hello, I would like to ask about Bing coupons. I know some time ago you could buy a $50 coupon for like $5 or so and could use whole $50 for advertising.

Now I havent been looking into that for a while I would like to ask how this is now? Can you still buy coupons or accounts and simply use for PPC? I mean without needing to enter any credit card info. and things like that.
