Bing Ads has a dedicated adult department which requires it's own separate account. It worked well for me, although it's been a few years since I did that.
 
You can promote Clickbank products with a direct link. But their support is horrible. They sometimes abandon you for no reason. So, it's not recommended to start Bing with huge investment. You can increase your budget depending on RoI.
