I think your ad’s audience targeting isn’t right, or your landing page isn’t effective. If people are clicking your ads but not converting, it could be that they don’t like your offer, or the keywords you’re using don’t match your product.

not always low quality, could be landing page issue, targeting mismatch, or offer not converting; clicks alone don’t mean sales, need to check funnel + audience + ad relevance.
