Best way is to keep it tight—start with Exact and Phrase match only. Most people blow their budget by leaving Broad match on from day one. Also, make sure your UET tag is firing correctly before you scale, or you're just flying blind

start with one main conversion goal, turn off the audience network and use phrase match keywords to keep your traffic high quality. apply all ad extensions like sitelinks and callouts to get a better click through rate from the start.
