just use a simple bridge page bro, cloacking is overkill and might get you banned faster.

check your landing page for prohibited content, make sure disclaimer and privacy policy are visible, Bing is strict on health finance and lead gen niches, try simplifying the page and removing anything that looks like a bait offer.
