Currently I do not work in this area, I do not have an advertiser account in Bing, but I do know (because of things I did in the past) that large companies have a database of vcc Bins (first 6 digits of a CC). Its system identifies that a vcc is being used and simply blocks you. If you have placed a vcc and they have not yet blocked you, it is because that Bin is not yet in their database. If you are using an ad coupon or you are using balance and this is over I have tried to make a charge to the cc then they will realize that it is a vcc and they will probably block your account. Summarizing everything, the possible momentary solution for that is to add a vcc that is not banned or marked in that database of those large companies. I have seen that there are several suppliers in the market, perhaps you can ask some of them about the bin of their vcc and you could check them yourself (since on the web there are many online services that allow you to see that information).
