Bing Ads Account with Paypal

I am having no problems creating bing ad accounts using VCC but I can never seem to get Paypal to work it always gives me an error. Does the PP account need to have both bank and cc attached?

Its probably got to be fully verified.

You can create bing ads with 60% verified PayPal

You can use my vcc for bing.
