What are the incentives of their current referral program? Not diving too deep but I found this:
Every time your friends make a trade, you'll share up to 40% commission in real time!
So does this apply to binanace futures trading only? If so then you need a lot more than someone who is just interested in crypto.. you need to find traders and to be honest most affiliate sites are probably offering much better deals than Binance.

Paid traffic for scaling. But for totally free traffic and if you have the ability to code, try telegram. Look for group related to Crypto, scape their members, create your own group related to Crypto (example, Red hot XXX ready to breakout) some catchy header will boost your membership and do mass invite to these members. Use a bot to repost contents from popular groups and pin your advertisement for Binance.

I see loads of posts on facebook groups for crypto referral links. That seems like a good place to start. and you can use a facebook groups posting service like activeskill or picoworkers to promote your link through other peoples accounts, to keep your own facebook profile from getting banned.
