You could try creating an ad with your own price (i think it should be free, but you might need to have some minimum balance to create one). When other offers eventually get fulfilled, yours might get fulfilled as well.
Judging by his username, I probably know his country. Still, I don’t think there’s much he can do other than creating an ad himself in the p2p section.
