If a person who have the same billing address as me create bing ads account properly and do advertiser verification is it a problem if I create bing ads account for me with the same (legit) adress and do advertiser verification with my documents and payment method

I'm wondering the same. I was looking at creating a 2nd account for myself, and I'm curious if it will get suspended if I use the same address as the first account. My first account got blocked...

I did a little research and I'm going to try to attempt to create a new account soon.
