Bilingual Wordpress Silo structure?

I am building a local business site in wordpress that I plan to have a SILO structure, as well as having all the pages translated into english.

I'm thinking to be like this: english - website.com/services/repair and spanish: website.com/es/servicios/reparacion

and basically each language version to be an silo structure on its own. Is this the best solution? And if so, how can I make that? Is it by installing a separate wordpress installation on the directory: website.com/es or there is another way?
Also is there a way/plugin or something that for example a visitor is on page: website.com/services/repair, he clicks on the spanish flag up top and is redirected to: website.com/es/servicios/reparacion

Local SEO does not get much traffic and this question has a wider scope than just Local.

You might check out European websites, as they must have to deal with this issue if they want to appeal beyond their national borders.
