There's no one biggest/best panel out there as if there was any, everyone would buy from just them and IG will officially take them down by suing them. But the good part is there are so many of them available out there in the https://www.blackhatworld.com/forums/social-media.200/ section as proxygo pointed above my post which you can have a look at.

Some of them have really good reviews, lots of activity on the thread and so on.
Don't forget to talk to the seller(if confused) and read the reviews before placing an order!

They aren't any real providers around. I know only 1 but he doesnt operate here. People in BHW are resellers of resellers of real providers.
