I heard it was a conspiracy of 9 travellers, one of whom was lost in a cave somewhere early on, but somehow survived and has escaped capture by Mordor authorities. I also heard some walking trees conspired to flood out the Orthanc tower. That's the official conspiracy theory, and I'm sticking to it.
